  1. Nature of the consultancy: Qualitative data gathering (interviews and focus group discussions). 

Context: The IOM Missions in the Kyrgyz Republic, in the Republic of Kazakhstan and in Turkmenistan is launching the regional project “Towards an Effective Migrants’ Right to Health in Central Asia: Assisting Governments in Enhancing the Provision of Health Services for Migrants”, (hereinafter referred to as the Project), implemented by IOM and funded by the IOM Development Fund. The main objective of the Project is to strengthen migrants’ right to health by increasing the availability and accessibility of health services for migrants in Central Asia through the development of comprehensive and evidence-based migration health policies and legislation in line with international norms and standards. This objective will be realized by conducting a comprehensive assessment of current legislative and policy frameworks related to migrants’ right to health, as well as conducting advocacy and capacity building activities with key government officials from relevant ministries and agencies. In addition, the Project will also study the migration behaviour of health professionals and students in Central Asia in order to understand the pull and push factors influencing the regional distribution of health professionals. Target countries are the Kyrgyz Republic, the Republic of Kazakhstan and Turkmenistan with expected participation from their respective ministries of health, education and migration agencies.

Objective of consultancy: contribute to the successful implementation of the IOM led research project “Towards an Effective Migrants’ Right to Health in Central Asia: Assisting Governments in Enhancing the Provision of Health Services for Migrantsby conducting focus group discussions and in-depth interviews with current migrants, returned migrants and health professionals and students, as well as transcribing the gathered qualitative data.

Targets:

  • Conduct three focus groups discussions and provide related transcriptions;

  • Conduct 12 in-depth interviews and provide related transcriptions;

     

  1. IOM Project to which the Consultancy is contributing:

  2. Tasks to be performed under this contract:

    The Interviewerwill be responsible for conducting qualitative data gathering activities on migrants’ experience in accessing health services in the Republic of Kazakhstan. He/she will work under the supervision and overall guidance of the IOM Project Manager, Lead Researcher and Head Sociologist. The Interviewer will receive logistical support from IOM during data gathering activities.

    The Interviewer will receive instructions and training on interviewing methods for migrants with potential health issues. He/she shall abide with IOM standards procedures and referral mechanisms in case of encounters with victims of human trafficking and labour exploitation (provided upon selection of candidate).

  1. Technical and behavioural requirements:

    1. Creates a respectful working environment free of harassment and retaliation, and promotes the prevention of sexual exploitation and abuse (PSEA);

    2. Effectively interfaces with government officials of appropriate level on matters related to substantive migration issues and the work of IOM;

    3. Effectively applies knowledge of migration issues within organizational context;

    4. Correctly frames migration issues within their regional, global, and political context.

       

  2. Education and experience:

  • Advanced University Degree in Sociology, Anthropology, Social Service, Political Science and/or other relevant fields;

  • At least 3 years of experience on conducting qualitative research;

  • Experience in conducting interviewers and focus group discussions;

  • Understanding of migration health issues and related challenges;

  • Experience in working at or with international organizations an asset.
