Nature of the consultancy:

Conducting an assessment to examine the use of Internet and ICT by recruiters in trafficking in persons in Kazakhstan, Kyrgyzstan and Tajikistan

Context:

The IOM Missions in the Republic of Kazakhstan, in the Kyrgyz Republic and in Tajikistan is launching the regional project “Combating Trafficking in Persons by Addressing Online Recruitment in Kazakhstan, Kyrgyzstan and Tajikistan”, (hereinafter referred to as the Project), implemented by IOM and funded by the IOM Development Fund.

In this context, IOM would like to conduct an assessment to examine the use of Internet and ICT by recruiters in trafficking in persons in Kazakhstan, Kyrgyzstan and Tajikistan. The proposed assessment will analyze existing legal and policy framework to counter Internet-related trafficking cases and assess their implementation based on the experience of variety of stakeholders, including law enforcement agencies, service providers, NGOs and other experts to identify gaps and obstacles for proper implementation. The assessment will also identify the trends and recruitment mechanisms on the Internet and study concrete cases of victims of trafficking recruited online, whenever feasible and possible. The assessment team will take account of the findings of past and current research studies carried out globally. The assessment report will be written in appropriate and gender-neutral language.

Objectives:

— to assess impact and scale of the use of ICT in trafficking in persons in Kazakhstan, Kyrgyzstan and Tajikistan;
- to review existing legislation and measures to address recruitment for the purpose of online trafficking in persons;
- to identify technological innovations that can be proposed to support anti-trafficking efforts;
- to ensure gender perspective is integrated into the assessment and women and men are portrayed in varied roles, avoiding stereotype;
- to provide relevant recommendations on appropriate policy development and contribute to evidence based programming in combating trafficking in persons using online recruitment.
