Under the overall supervision of Chief of Mission the Senior Operations Assistant will be responsible for following all relevant procedures, processes, and policies, meeting deadlines and quality requirements for outputs of the Operational Unit.

 Under the direct supervision of the Chief of Mission, the National Operations Officer is responsible for the following functions:


  • Focal point for USRAP project in Kazakhstan and Uzbekistan; Assist in the organization of US Department of Homeland Security’s Circuit rides in Kazakhstan and Uzbekistan; Post-interview migrants’ consulting, refugee movement planning and reporting to IOM Moscow and HQs
  • Coordination of refugee movements to Canada both from Kazakhstan and Uzbekistan; Assistance in organization of Cultural Orientation trainings in Kazakhstan and Uzbekistan;
  • Verify and sign Canadian Warrants;
  • Supervision and guidance of staff providing consultation services for potential Canadian Skilled workers on admission procedures
  • Focal point for Assisted Voluntary Return (AVR) cases to Kazakhstan, coordinate provision of reintegration assistance to returnees under projects conducted by IOM Missions in Brussels, Bern and London;
  • Supervision and guidance of staff providing consultation services for persons applying for Visas to Canada
  • Propose new internal procedures or adapt existing ones according to the needs of the office.
  • Liaison with relevant project partners, government officials, NGOs and other IOs
  • Coordination with external service providers, including carriers
  • Coordination with medical staff, including special cases, medical escorts etc.
  • Review and verification invoices from service providers prior to submission to finance unit
  • Tracking, analysing, submission of statistics on caseloads, caseload forecast, monthly reports on movements to CoM and all relevant units in IOM
  • Supervision and guidance of staff dealing with staff and non-staff travel arrangements
  • Coordinate operations activities with IOM Moscow (OPE)
  • Liaise with UNHCR on refugee cases
  • Coordinate, guide and train operations staff on the following database and systems in IOM Kazakhstan: Kermit-Lite on refugees; MiMOSA; Amadeus-booking system; i-Gator and SIMA systems
  • Ensure smooth operations schedule for refugees under all programs
  • Such other duties as may be assigned by the Chief of Mission



University degree

At least 5 years of experience in handling operations tasks preferably at an international organization and or relevant agency/entity



English, Kazakh, Russian
